Job description
ROLE OVERVIEW
Reporting to the Senior Director of the Knowledge & Innovation Department, you will lead the Mobility Governance Unit and its team, delivering its work programme, knowledge activities and funded projects in line with UITP’s Strategy, Integrated Global Work Programme and departmental priorities.
You will also manage the Authorities Division, Authorities Committee and Paratransit (informal transport) Forum, shaping member-focused knowledge and services on mobility governance, institutional frameworks, contracting, funding, shared mobility integration and paratransit (informal transport). Combining strategic leadership with hands-on delivery, you will develop your team, oversee programmes and budgets, engage members and partners worldwide, and represent the public transport sector through projects, events and partnerships.
KEY RESPONSIBILITIES
• Team leadership and values: Lead and develop the team, set and review individual objectives, conduct evaluations, monitor capacity and workload, provide regular feedback and hold team meetings. Foster collaboration, cooperation, delegation, trust and well-being, while ensuring compliance with UITP’s code of conduct, HR policies and internal processes.
• Programme, budget and resources: Translate UITP and Committee priorities into a coherent Unit work programme. Plan and monitor knowledge outputs, publications and project deliverables; identify synergies, emerging topics and delivery risks; and prepare the annual Unit report. Propose and monitor the annual budget, approve expenses under internal rules and flag significant budget or resource issues to the Senior Director.
• Coordination and communication: Work with other Knowledge & Innovation Units, departments, regional offices and external partners. Communicate the Unit’s activities and achievements, and prioritise internal and external requests with the relevant managers.
• Working bodies and member engagement: Lead the work programmes and daily operations of the Authorities Division, Authorities Committee and Paratransit Forum, including meetings, workshops, elections, membership management, research outputs and Summit contributions. Represent transport and urban mobility authorities within UITP globally, build cooperation with national and regional associations, support regional and linguistic platforms, and manage key member relationships.
• Mobility governance expertise: Lead knowledge activities on institutional frameworks, competencies, market organisation, contracting and tendering, public transport operations, shared mobility integration, infrastructure, and mobility funding and financing.
• (informal transport) Paratransit: Develop the Forum and its expert groups, maintain relationships with its Steering Group, expand its network and lead knowledge activities on governance, business models, financing, funding, digitalisation and electrification.
• Projects and business development: Help prepare and deliver internally and externally funded projects, providing technical input and managing reporting, budgets, forecasts and closure in cooperation with the Project Delivery Unit.
• Events, partnerships and advocacy: Contribute to Summits, conferences, workshops, seminars and training; cooperate with associations and institutions; and represent the public transport sector. Share relevant external developments with UITP and its working bodies.
